

Name and Affiliation
Team HBV is a recognized student organization at Duke University and a Chapter of the Asian Liver Center (ALC) nonprofit organization at Stanford University.

Mission Statement
The mission of Team HBV is 1.) to implement community outreach to raise awareness of the disproportionately high incidence of hepatitis B (HBV) and liver cancer in Asians and Pacific Islanders among the Duke and Durham communities; and to foster educational and open dialogues among Duke students about the complex health issues from multidisciplinary perspectives, such as the social impact of health disparity in minority, the effect of infectious disease and chronic illness on patients, and the interplay of changing demographic with medical care cost and health policy, 2.) to implement global outreach in promoting the international Jade Ribbon Campaign of the ALC including to educate about, to vaccinate against, and to test for HBV in U.S. and abroad, and 3.) to implement political outreach to strengthen support for the National HBV Bills (H.R. 4550 and S. 3558) in Congress in order to address HBV epidemic with more comprehensive HBV research and educational outreach.

Membership
Membership is open to all members of the Duke University community, including but not limited to undergraduate and graduate students, faculty, and staff/administrators. All members must pass the Hepatitis B Knowledge Assessment Questionnaire with at least 80% correct within 2 weeks of joining Team HBV. The test may be taken a maximum of 3 times. All members are expected to attend all meetings and volunteer a minimum of 10 hours per semester. Members who miss more than 1/3 of the meetings per semester, do not fulfill their minimum hours, violate Duke University policy, or misrepresent Team HBV will be expelled by a majority vote of the executive board members.

Officers
There will be six executive officers for each academic year-long term: President, Vice President of Community Outreach, Vice President of Global Outreach, Vice President of Political Outreach, Treasurer, and Webmaster. For the founding year, the officers will be interviewed and selected by the President in September. For following years, officers will be elected the April before the new term by a majority vote of all members. Executive board members may be removed from the office by a majority vote of the executive members. The President may appoint a member to fill an unexpired term of an executive board member.

Officer Duties
President recruits members, presides over general meetings, directs all chapter activities, and reports chapter events with ALC monthly. Vice President of Community Outreach establishes community partnership, conducts HBV Campus Knowledge Surveys, and organizes educational activities. Vice President of Global Outreach promotes Jade Ribbon Campaign to screen and test every high-risk person for HBV, organizes fundraisers toward Jade Ribbon Campaign, and organizes educational activities. Vice President of Political Outreach strengthens support for the HBV Bills, organizes letter-writing campaigns, and organizes educational activities. All vice presidents must submit a written report detailing events, analysis of effectiveness, and suggestions for changes to the President a week after the project. At the end of the year, a summary of these reports will be compiled by the President and sent to the ALC as an official annual report. Treasurer applies for grants and manages chapter budgets. Webmaster maintains chapter website by updating membership information, meeting agendas, event announcements, event pictures, and special messages.

Advisor
The advisor serves for an academic year-long term and will be approached in September for the founding year and in May the following years after executive elections. The new officers must agree unanimously on an advisor, who may be either a faculty member or staff/administrator. The advisor will be sent a copy of the agenda of each general meeting but need not be present. Advisor provides official connection with the university, provides logistical support, signs consent form, and provides consultation and mediation.

Meeting
Team HBV general meeting will meet weekly on campus while school is in session with the exception of final exam week. Any executive member may call additional executive board meeting or committee meeting at any time. Meeting agendas will be created by the President and a copy provided to each member via email before the meeting, during the meeting, and on the website within a week after the meeting.

Budget Funding
Treasurer will apply for funding from Duke Student Government for event costs. All educational materials, such as educational brochures, brochure stands, pamphlets, surveys, documentary films, membership T-shirts, stickers, balloons, Liveright bracelets, and pins will be funded by ALC.

Amendments and Ratification
Amendments to this constitution may be submitted by any member throughout the year and must be approved by a majority vote. The constitution must be ratified by 2/3 of the total membership in September. Members inducted after the ratification will have no ratifying vote until the following year, but may submit and vote on amendments.
