Constitution

Article 1
Name and Affiliation
B-Aware is an organization at, but independent of, Cornell University. It is the Cornell University chapter of Team HBV, the official chapters of the Asian Liver Center at Stanford University (ALC) and recognizes the ALC as its parent organization.
Article 2
Purpose and Objectives
B-Aware exists to raise awareness of the disproportionately high incidence of hepatitis B and liver cancer among Asian and Pacific Islanders (APIs) worldwide. As a chapter of the ALC, the mission of Team HBV is to advance the goals of the Asian Liver Center at college campuses across the United States.
Article 3
Membership
Membership is open to all members of the Cornell University community, including but not limited to undergraduate and graduate students, faculty, staff/administrators, and Ithaca residents. As ambassadors of the Asian Liver Center, all members must conduct themselves accordingly and be dedicated to furthering the goals of the ALC.
Article 4
Officers
There will be 6 executive officers for each academic year-long term: President, Vice President of Community Outreach, Vice President of Global Outreach, Vice President of Political Outreach, Treasurer, and Webmaster. The founder will appoint all officers for the founding year. With the exception of the founding year, officers will be elected the April before the new term by public election. They must win by a majority.
Article 5
Advisor
The advisor serves for an academic year-long term and will be approached in May of the previous year following new officer elections. The new officers must agree unanimously on an advisor, who may be either a faculty member or staff/administrator.
Article 6
Meetings and Quorum
B-Aware will meet bi-weekly on campus while school is in session with the exception of study and exam weeks (summer session not included). Executive board meetings will be held weekly. Any executive board member may call an executive board meeting at any time. Special meetings may be called by any 3 members who submit a request to the executive board together. A quorum consists of a simple majority of the members.
Article 7
Amendments and Ratification
Amendments to this constitution may be submitted by any member throughout the year and must be approved by a majority vote. The constitution must be ratified by 2/3 of the total membership in September. Members inducted after the ratification will have no ratifying vote until the following year, but may submit and vote on amendments.

Bylaws

Section 1
Membership
All members must pass the Hepatitis B Knowledge Assessment Questionnaire or a similar document with at least 80% correct within 2 weeks of joining B-Aware. The test may be taken a maximum of 3 times. All members are expected to attend all meetings and plan projects each semester. If an executive board member feels a member is not participating sufficiently, that officer may give the member a warning. If this behavior continues, expulsion may be considered. Any member who violates Cornell University policy or misrepresents B-Aware and/or the Asian Liver Center at Stanford University will be expelled pending a unanimous vote by the executive board members.
Section 2
Membership Dues
Membership dues will be $10 per year, collected by the Treasurer from each member within 2 weeks of joining B-Aware. Dues must be paid in cash until further notice.
Section 3
Executive Board/Officer Duties
All officers/project heads must submit a written report detailing events, analysis of effectiveness, and suggestions for changes to the President a week after the project. At the end of the year, a summary of these reports will be compiled by the executive board and sent to the ALC as an official annual report. Executive board members may be removed from office by a majority vote of the members and other executive board members after an initial investigation by a committee of both members and executive board members. The President may appoint a member to fill an unexpired term of an executive board member.
Section 4
Advisor Duties
The advisor will be sent a copy of the agenda of each general meeting but need not be present. The advisor must be present for the expulsion of any member. Other duties include being available for signing forms/giving consent, consultation, and mediation when necessary.
Section 5
Committees
Committees may be headed by any member, though at least 1 officer/executive board member must sit on every committee. The committee chair is responsible for coordinating meeting times, requiring the presence of at least 2/3 of the committee members at each meeting, and presiding during the meeting. Committees are formed at the biweekly general meetings and must have one member present verbal and/or written reports at each general meeting.
Section 6
Meetings
General meeting agendas will be created by the President and a copy provided to each member. One member must record minutes and submit them to the Webmaster to post before the next meeting. A general agenda: 1. New membership (test, dues) 2. Summary of previous meeting’s minutes 3. President’s report 4. Treasurer’s report 5. Committee reports 6. Previous Business 7. New Business Roberts Rules of Order – Newly Revised will be used as the standard for parliamentary procedures.
Section 7
Amendment Procedures
Amendments to the bylaws may be submitted by any member via email to all members of B-Aware and passed by a majority vote at the next general meeting. A quorum must be present for all votes.
